CCA's aim to improve
quality in the temperature controlled logistic chain is as
much in the interest of the Insurance-market as it is in
the logistical industry, as improved quality reduces claims.
By introducing the CCQI (Cool Chain Quality Indicators) into
the PTSP (Perishable and Time Sensitive Products)-Industry,
insurers will have the opportunity to measure the quality
of the market. Knowing that a given client is CCQI certified
provides a quality indicator, which they have never had before.
It could even open possibilities of finding insurance cover
for risks, which were not insurable before. In addition,
Germanischer Lloyd is, in its capacity as Quality Certifier,
known and approved by all marine insurance markets.
Basically there are two insurance regimes involved in the
transportation of temperature-controlled cargo.
- Liability insurance for the various links of the transport
chain, i. e. air - and shipping lines, trucker companies
and storage facilities. Liability cover is normally arranged
in special facilities like P&I Clubs, airline liability
covers for Warsaw Convention Claims, CMR Insurance Covers
etc. As liability cover often has to follow local legal rules
and depends on the different means of transport or storage,
it would be very difficult to address the liability insurance
market as a whole, for a reaction. Nevertheless the long-term
result could be an improvement of loss ratios, which
could then lead to lower premiums. Recovery against
companies having CCA Quality Standard should be more difficult
as CCA members have been checked by world known GL.
- Property damage/cargo insurers
This market insures the direct interest in the cargo and not only the
third party liability. The cover is normally taken out by cargo
owners or trading houses. This market is less fragmented,
as marine insurers do not have to follow local liability regimes
thus making their cover more unified. All marine cargo insurers should
generally welcome CCA, but it would be very useful to spearhead the practical
execution of the cooperation. This should be an institution or company
who is capable of evaluating the practical implications of CCA.
